§ 97.21  DEPOSIT.
   No permit shall be issued until such time as a reasonable date of completion of the project has been designated and the applicant has tendered to the Mayor or the Village Administrator a bond in cash or negotiable instrument or by a deposit of not less than $10 for every square foot of surface which shall be disturbed. No permit shall be issued if the reviewing village official feels that there is an engineering problem. If such is the case, the entire application shall be referred to the Village Engineer for his or her review and advice. If his or her advice is that there are engineering difficulties which shall occur from the proposed work, then he or she shall make an estimate of the total possible additional expenses which would be incurred in correcting such engineering difficulties and this estimate shall be added onto the bond amount required by the calculation of the square footage.
