No traffic-control signal shall be placed or maintained upon an extension of the state highway system within the village without first obtaining the permission of the Ohio Director of Transportation. The Director may revoke such permission and may remove or require to be removed any traffic-control signal which has been erected without his or her permission on an extension of a state highway within the village, or which, if erected under a permit granted by the Director, does not conform to the state manual and specifications as required by § 70.40, or which is not operated in accordance with the terms of the permit.
