No plat of any subdivision located within the incorporated area of the village shall be entitled to record in the office of the Recorder of the county or have any validity until it has been approved by the manner prescribed in these subdivision regulations. In the event any such unapproved plat is recorded, it shall be considered invalid and Council shall institute proceedings to have the plat stricken from the records of the county.
