§ 152.028  APPROVAL OR DISAPPROVAL OF PRELIMINARY PLANS.
   After receipt and disposition of review comments, and including a public hearing, if appropriate, the Planning Commission shall determine whether the preliminary plan shall be approved, approved with modifications or disapproved. If a plan is disapproved, the reasons for such disapproval shall be stated in writing. The Planning Commission shall act on the preliminary plan within 30 days after filing or at the first normal, monthly Commission meeting of 30 days following a filing, whichever is most appropriate to a sound review of the proposal, unless such time is extended by agreement with the subdivider to allow adequate response to appropriate review comments. When a preliminary plan has been approved by the Planning Commission, an administrative officer of the Commission shall sign all copies and return one to the subdivider for compliance with final approval requirements. Approval of the preliminary plan shall be conditional upon compliance with all other applicable statutes of the state and village ordinances.
