These regulations as amended shall become effective from and after the date of its approval and adoption by the Village Planning Commission and Council after public hearing, and certification to the County Recorder. Henceforth, any other rules and regulations regarding the subdivision, improvement or conveyance of land adopted under R.C. Chapter 711 shall be deemed to be repealed. These regulations shall in no way affect any subdivision having received preliminary approval prior to the effective date provided, however, that no preliminary plan so approved shall be valid for more than three years after its original approval date, and that no changes to the preliminary plan, as approved, are to be introduced by the subdivider.
