The County Commissioners shall provide to the County Council an itemized breakdown of the budget request specifying the amount of each request for the machinery and equipment for each department expenditure contained in the budget of the County Commissioners. The information shall be provided at the time the County Commissioners first submit the budget requests to the County Council.
