(A) The County Deferred Compensation Plan Commission, as provided for in the County Deferred Compensation Plan, is hereby established; and the Commission shall be composed of the County Board of Commissioners.
(B) The Commission shall:
(1) Monitor the administration of the County Deferred Compensation Plan;
(2) Advise the county regarding the operation of the plan and the desirability of amending the plan; and
(3) Determine whether any participant in the plan who seeks to withdraw compensation because of an unforeseeable emergency is entitled to the withdrawal under the terms of the plan, the regulations of the Internal Revenue Service and any opinions rendered by the Internal Revenue Service.
