After completion of all public improvements and prior to their acceptance by the Board, the applicant shall provide the Department one Mylar copy of drawings showing the actual locations and specifications of all improvements installed in the subdivision. The as-built drawings shall be certified by a land surveyor or engineer licensed in the state.
