§ 156.207 PREPARATION AND CERTIFICATION OF PLATS AND SURVEYS.
   (A)   All plats and surveys shall be prepared by or under the direct supervision of a professional land surveyor licensed in accordance with the laws of the state, who shall be responsible for the monumentation thereof.
   (B)   Improvements shall be constructed in accordance with plans and specifications prepared by a licensed engineer or land surveyor and approved by the Commission. Unless otherwise specified in the subdivision agreement, the licensed person who prepared the improvement drawings shall be responsible for the stakeout, inspection and certification of completion in accordance therewith. If the person specified in the subdivision improvement agreement is not able to perform this duty, he or she shall give notice by registered mail to the Department and like notice to any person, firm or corporation guaranteeing the installation of the improvements. No work on the improvements shall commence until a subdivision improvement agreement has been duly executed.
