The Commission may permit the development of a subdivision to take place in phases. In reviewing a request for phased development, the Commission shall consider the factors listed in this section.
(A) Design standards. The relationship of the number and configuration of the lots in each phase shall conform to the design standards of this chapter.
(B) Improvements. The improvements in each phase shall be adequate to serve the lots to be developed in that phase.
(C) Non-completion of subdivision. The Commission shall attempt to ensure that each phase of the subdivision will conform to the intent and purposes of this chapter in the event that some phases are not completed.
