Any person affected by any notice issued by the Health Officer may request and shall be granted a hearing on the matter before the Health Officer; provided that, the person shall file in the office of the Health Officer, within ten days after the service of the notice, a written petition requesting the hearing and setting forth a brief statement of the grounds therefore. Upon receipt of the petition, the Health Officer shall arrange a time and place for the hearing and shall give the petitioner written notice thereof. The hearing shall be held as soon as practicable after the receipt of the request therefor. At the hearing, the petitioner shall be given the opportunity to be heard and to show cause why the notice should not be complied with.
