§ 150.39 REVIEW OF PERMIT APPLICATION.
   Prior to the issuance of any permit by the Department, its Chief Code Enforcement Officer or any Assistant Code Enforcement Officer, shall:
   (A)   Review all permit applications to determine compliance with the provisions of this Building Code;
   (B)   Review all permit applications for new construction or extensions to existing structures to determine if proposed building site will be reasonably safe from flooding and be in conformance with the pertinent laws, rules, regulations and codes of the state and the county; and
   (C)   Review permit applications for construction within a flood prone area to determine that construction provides that:
      (1)   Construction materials and utility equipment are resistant to flood damage;
      (2)   Construction methods and practices utilized will minimize flood damage; and
      (3)   Prefabricated, manufactured and mobile homes will have adequate protection against flood damage, are designed or modified and anchored to prevent flotation, collapse or lateral movement.
