The provisions of this Building Code shall apply to all construction in the unincorporated areas of the county and the construction shall include, but not be limited to, the following: construction, alteration, repair, improvements, location, demolition, maintenance, moving, occupancy and use of buildings and structures, other than industrialized building systems or mobile structures certified under I.C. 22-15-4 and fences.
