Except for the provisions of § 92.05, which provisions shall apply throughout the county, the provisions of this chapter shall not apply within the corporate limits of any incorporated city, village or town within the county which by law has been given express authority to regulate and license animals. If, however, any city, town or village shall request the county to enforce the provisions of this chapter within the corporate limits of the city, town or village, then the provisions of this chapter shall apply within the area and the city, town or village shall make arrangements with the county for the enforcement and administration and for reimbursement to the county through collection of license fees as may be deemed advisable.
