The tenant in any dwelling unit, apartment house, lodging house or mobile home rental shall be responsible for the on-going maintenance of smoke detectors. Tenants shall immediately notify the owner, manager or agent when a smoke detector is defective or in need of replacement. The notification shall be in writing and dated; and shall be delivered to the owner, manager or agent either in person or by first class mail.
