For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
BOARD OF HEALTH. The Board of Health having jurisdiction in the county.
BUILDING DRAIN. The part of the lowest horizontal piping of a house drainage system which receives the discharge from soil, waste and other drainage pipes inside the walls of any building and conveys the same to the building sewer beginning two feet outside the building.
BUILDING SEWER. The part of the horizontal piping from the end of the building drain to its connection with the main sewer or private sewage disposal system and conveying the drainage of one building site.
HEALTH OFFICER. The Health Officer having jurisdiction in the county or his or her authorized representative.
LOW FLOW AND WATER SAVING DEVICES. Sink and lavatory faucets with a maximum flow of three gallons per minute at 60 psi, shower heads with a maximum flow of three gallons per minute at 60 psi, urinals and associated flush valves, if any, not greater than one and one-half gallons per flush. Toilets and associated flush valves not greater than three gallons of water per flush.
PRIVATE ON-SITE WASTEWATER TREATMENT SYSTEM. Any sewage disposal system not constructed, installed, maintained, operated or owned by a municipality or taxing district established for the purpose of receiving, treating or disposing of sewage.
RESIDENTIAL ON-SITE WASTEWATER TREATMENT SYSTEM. All equipment and devices necessary for proper conduction, collection, storage, disposal and on-site treatment of sewage from a one- or two-family dwelling. Included within, but not limited to, the scope of this definition are building sewers, septic tanks, subsurface absorption fields and privy vaults.
