§ 51.999 PENALTY.
   Any non-government person violating the provisions of this chapter, with respect to the hauling of non-covered material of a nature that would blow off and spill along the highway, shall be guilty of a misdemeanor and, on conviction, the violator shall be punished for the first offense by a fine of not more than $500; for the second and each subsequent offense by a fine of not more than $1,000; and each day after the expiration of the time limit for abating unsanitary conditions and completing improvements to abate the conditions as ordered by the County Board of Health or the duly appointed Health Officer or the county, or the duly designated Plan Commission representative of the county, shall constitute a distinct and separate offense.
