(A) Any other proposed privately (non-government) operated method of solid waste disposal not covered by these rules shall be reviewed by the Health Department and Plan Commission for the purposes of evaluating the design and operational methods with reference to the nuisance factor and the safety of employees and protection of the public health, unless previously approved by the State Board of Health.
(B) Other disposal methods shall be subject to the evaluation and approval of the Health Officer and designated Plan Commission representative.
