§ 51.050 EQUIPMENT AND ROAD REQUIREMENTS.

Any person engaged in public garbage and rubbish disposal by sanitary landfill shall have available at all times earth moving equipment of adequate size and capacity to satisfactorily operate the sanitary landfill. An all-weather road shall be provided to the trench or sanitary landfill site.
