§ 36.02 AUTHORIZATION TO PAY MEETING EXPENSES.
   The Board of Commissioners of the county is authorized to budget, the County Council is authorized to appropriate from the County General Fund or from other funds and the Auditor of the county is hereby authorized to pay amounts as are necessary to cover the costs and expenses incurred by the county, its elected and appointed officials, its employees, the members of its boards, departments and agencies and its duly authorized representatives to attend meetings, functions, seminars and conferences of a civic, educational or governmental nature which have as their purposes the betterment and improvement of county government and/or the functions and duties of persons involved in county government. The costs and expenses shall include, but not be limited to, those relating to registration fees, materials fees, transportation, lodging and meals. In order to qualify for payment, it shall not be necessary that the county, an elected or appointed official, an employee, or a member of a board, department or agency be a member of the organization sponsoring a meeting, function, seminar or conference.
