The Board of Commissioners of the county is hereby authorized to budget, the County Council is hereby authorized to appropriate from the County General Fund or from other funds and the Auditor of the county is hereby authorized to pay the amounts as are necessary to provide membership for the county, its elected and appointed officials, its employees, the members of its boards, departments and agencies and its duly authorized representatives in local, regional, state and national organizations of a civic, educational or governmental nature which have as their purpose the betterment and improvement of county government and/or the functions and duties of persons involved in county government.
