Any type of electric or electrified fencing is specifically prohibited. Similarly, no fence may be constructed or maintained which incorporates barbed or razor wire. Any fence which is constructed, damaged or falls into a state of disrepair whereby that fence would pose a risk to the public safety, shall be deemed a nuisance and shall be subject to action by the City as prescribed in title 4 of this Code.
