7-2-11: CONSTRUCTION SPECIFICATIONS:
Whenever any special ordinance shall be passed providing for the construction of a sidewalk or sidewalks, such sidewalk or sidewalks shall be constructed in the following manner, and of such material hereinafter provided:
   A.   Specifications: Sidewalks shall be constructed according to the grade line for the street on which they are to be laid. The earth bed shall be at least four inches (4") below the line established for the finished surface and at least six inches (6") at crossings or driveways. Said earth bed shall have all roots, stumps and trees removed and shall be thoroughly tamped to a firm surface. In case of fills, earth shall be added at the rate of not more than four inches (4") at a time and each layer thoroughly tamped. If such fill is more than two feet (2'), it shall be "jetted" and allowed to stand for at least twenty four (24) hours before the concrete slab is poured. The PCC mixture shall be in the proportion of three (3) parts gravel or stone graded to one inch (1"), two (2) parts sand and one part Portland cement. The surface shall be finished free of pits and with a smooth brushed surface.
   B.   Inspection: All material shall be subject to the inspection of the Public Works Director and all construction shall be under his/her direction. (1944 Code § 474)
