7-1-3: CONSTRUCTION AND REPAIRS:
   A.   Permission Required; Application: It shall be unlawful to construct or lay any pavement on any public street, sidewalk, alley or other public way, or to repair the same without first having secured permission therefor. Application for such permission shall be made to the Public Works Director and shall state the location of the intended pavement or repair and the extent thereof. (1944 Code § 87; 1997 Code)
   B.   Specifications: All street and sidewalk pavements shall be made in conformity with specifications laid down or approved from time to time by the Council. (1944 Code § 88)
   C.   Injury To New Pavements: It shall be unlawful to walk upon or drive any vehicle or animal upon, or injure, any newly laid street or sidewalk pavement while the same is guarded by a warning sign or barricade or to knowingly injure any soft newly made pavement. (1944 Code § 89)
   D.   Repairs: All public street, alley and sidewalk pavement shall be in good repair. Such repair work, whether done by the City or by the abutting owner, shall be under the supervision of the Public Works Director. (1944 Code § 90)
