All public streets, alleys, sidewalks and other public ways in the City shall be under the supervision of the Public Works Director. The Public Works Director shall have supervision over all work thereon, and the cleaning thereof, and shall be charged with the enforcement of all ordinance provisions relating to such public places (except traffic ordinances) and is hereby authorized to enforce such ordinances.
