It shall be unlawful for the operator of any motor vehicle, motorcycle, or tractor, except the operator of any police vehicle, ambulance, fire equipment, maintenance or utility equipment to make a U-turn upon any street or highway or at any intersection upon a street or highway within the city limits, unless directed to do so by a police or fire official.
