Any person violating any of the provisions of this chapter shall be deemed guilty of a petty offense and, upon conviction thereof, shall be subject to penalty as provided in section 1-4-1 of this code. Each day such violation is committed or permitted to continue shall constitute a separate offense and shall be punishable as such hereunder. The foregoing penalties shall be in addition to any fee levied or assessed against the owner or operator of said vehicle by reason of the violation of any ordinance or statute.
