In order to protect the public health and welfare of the residents of the village and to provide expertise in the area of best equine management practices and equestrian activities within the village to the village board, various village committees and village staff, the equestrian commission is hereby created pursuant to the authority of section 11-16-1 of the Illinois municipal code.
