Any person desiring a scavenger license shall make application therefor to the Village Clerk. Upon the receipt of such application, the Village Clerk shall make or cause to be made, an investigation into the character of the applicant. Licenses shall be issued only to persons of good moral character, and only to corporations whose officers are persons of good moral character. (Ord. 57-1, 4-25-1957)
