7-2-2: ROADWAY DEBRIS:
It shall be unlawful for the contractor, including the general contractor, for any building or construction project or any land excavation or landfill project, and for the owner of the land on which said project is in progress, to permit mud, earth, stones, rubbish or building materials from said project to accumulate or remain on the pavement or right of way of any public street or road or platted private street or road; mud and earth shall be presumed to have unlawfully accumulated on the pavement when allowed to remain more than twelve (12) hours; stones, rubbish and building materials shall be presumed to have unlawfully accumulated on the pavement when allowed to remain more than four (4) hours; said presumption shall not be deemed to authorize unreasonable accumulations within other periods of time.
