It shall be unlawful for any person to drop, throw, discard or place any cartons, containers, wrappers, bags, facial tissues, paper napkins, cloth, clothing, waste paper or waste material, cans or bottles, food or garbage, junk or other discarded items of personal property upon any public way, the floor of any public conveyance or building, the surface of any road or parcel of ground, the roof of any building, or in any light or air shaft, court or areaway of any building or place within the Village limits.
