2-2-4: GENERAL POWERS:
The plan commission shall have the following powers:
   (A)   To prepare and recommend to the corporate authorities a comprehensive plan for the present and future development or redevelopment of the village. Such a plan may be adopted in whole or in separate geographical or functional parts, each of which, when adopted, shall be the official comprehensive plan, or part thereof, of the village. This plan may include reasonable requirements with reference to streets, alleys, public grounds and other improvements.
The plan, as recommended by the plan commission, and as thereafter adopted by the president and board of trustees, may be made applicable, by the terms thereof, to land situated within the corporate limits and contiguous territory not more than one and one-half (11/2) miles beyond the corporate limits and not included in any other municipality.
Such plan may be implemented by ordinances: 1) establishing reasonable standards of design for subdivisions and resubdivisions of unimproved land and of areas subject to redevelopment, and 2) establishing reasonable requirements governing the location, width, course and surfacing of public streets, highways, alleys, ways for public facilities, curbs, gutters, sidewalks, streetlights, parks, playgrounds, school grounds, size of lots to be used for residential purposes, stormwater drainage, water supply and distribution, sanitary sewers and sewage collection and treatment.
   (B)   To designate land suitable for annexation to the village, and the recommended zoning classification for such land upon annexation.
   (C)   To recommend changes, from time to time, in the official comprehensive plan.
   (D)   To prepare and recommend to the corporate authorities plans for specific improvements, in pursuance of the official comprehensive plan.
   (E)   To give aid to the village officials charged with the direction of projects for improvements embraced within the official plan, to further making of these projects, and generally, to promote the realization of the official comprehensive plan. (Ord. 62-7, 8-27-1962)
   (F)   Except as may be otherwise expressly provided by law or ordinance, the authority of the plan commission shall be limited to a recommendatory function to the village board of trustees. (1977 Code)
   (G)   To exercise such other powers as may be conferred by the village board of trustees or by statute. (Ord. 62-7, 8-27-1962)
   (H)   To prepare and submit to the board of trustees a report and recommendation regarding each petition for disconnection of territory from the village, following public hearing and consideration of testimony and evidence. (Ord. 91-18, 6-24-1991)
   (I)   To the extent provided in title 4 of this code, to hear and decide appeals from and review orders, requirements, decisions or determinations made by the village building and zoning and enforcement officer under the building regulations set forth in title 4 of this code.    (J)   To prepare and submit to the board of trustees a recommendation regarding a petition for relief from the setback requirements of subsection 5-3-9(E) of this code, following a public hearing and consideration of testimony and evidence. (Ord. 03-04, 2-24-2003)
