All establishments shall permit representatives of the county, including representatives of the Sheriff’s Department, Fire Department, or other county departments or agencies to inspect the premises for the purpose of ensuring compliance with the law at any time it is occupied or open for business. Upon observing any violation of this chapter by the owner, manager, or employee, such duly-authorized representative shall make arrests without warrants for violations committed within his or her presence.
