(A) The Office of the County Judge/Executive.
(1) In 1976, the General Assembly of the commonwealth created the Office of County Judge/Executive.

(2) The County Judge/Executive shall be the chief executive of the county and shall have all the powers and perform all the duties of an executive and administrative nature vested in, or imposed upon, the county of its Fiscal Court by law, or by agreement with any municipality of other subdivision of government and such additional powers as are granted by the Fiscal Court. The County Judge/Executive shall be responsible for the proper administration of the affairs of the county placed in his or her charge.

(B) Responsibilities of Judge/Executive.
(1) Responsibilities. The responsibilities of the Judge/Executive shall include but are not limited to, the provisions in KRS 67.710, 67.711, and 67.715.
(2) Power to issues orders. The County Judge/Executive shall have the power to issue such executive orders that are necessary and proper for the execution of his or her duties.
(3) Professional development. Any elected county official or his or her staff shall be authorized to attend seminars, conferences, training sessions, and the like, that are in keeping with the responsibilities of the office. The decision to attend those functions is at the discretion of the official who will provide notice or submit claims for reimbursement to the Fiscal Court at the earliest opportunity. Funding in the proper budgetary account must be available to provide for expenses reasonably incurred for registration, room, board, and travel.
(C) Compensation.
(1) Not later than the first Monday in May in the year in which he or she is elected, the Fiscal Court shall set the salary of the County Judge/Executive.
(2) The minimum annual compensation paid to the County Judge/Executive shall be the greater of a sum not less than 60% of the maximum compensation certified under KRS 64.527, or not less than the annual compensation of the Sheriff, County Clerk, or Jailer in the county, except that no Fiscal Court shall be required under the provisions of this section to approve an amount for the compensation of any one official which would exceed 6% of the county’s total annual General Fund receipts.
(3) The salary may be reset each year by the Fiscal Court at a rate no greater than that computed each year by the Finance and Administration Cabinet based upon the increase or decrease in the consumer price index as determined by KRS 64.527.
