The Animal Control officers employed by the county or the City of Glasgow are empowered and directed to apprehend any dog or cat that appears to be a stray wandering at large, in need of nourishment, sick or injured, behaving aggressively, damaging property, or constituting a nuisance including excessive barking between 9:00 p.m. and 8:00 a.m., or a hazard to persons or property.
