The County Clerk shall advertise annually that said permits for hauling and collection of solid waste hereunder are due on July 1, beginning August, and said advertisements shall be published in the newspaper having the greatest county-wide circulation, not less than ten days prior to July 1 each year. In the event the Clerk’s notice hereunder is not advertised to the public at least ten days prior to July 1, enforcement of this subchapter shall not commence until 30 days after said notice is in fact first published as provided herein.
