(A) There is hereby established an enhanced 9-1-1 fee which is levied as a special tax, license, and/or fee to be paid by each exchange telephone subscriber in the local area on an individual exchange- line basis limited to a maximum of 25 exchange lines per account.
(B) Each exchange telephone subscriber will pay a fee of $1 per month per exchange line-up to the maximum.
(C) Phone companies shall collect the 9-1-1 fee from the subscriber and remit said fee to the county according to terms of the agreement.
(D) The enhanced 9-1-1 system shall be governed by a board as provided for in the interlocal agreement establishing the Barren-Metcalfe Emergency Communications Center or any amendments.
(E) The net enhanced 9-1-1 fees received by the county from the phone companies shall be paid to the board. These funds shall only be used for the establishment, maintenance, and operation of enhanced 9-1-1 services. All receipts and expenditures of enhanced 9-1-1 funds shall be audited as required of counties and cities of the commonwealth.
(F) The Board shall continuously monitor the procedures established for the operation of the enhanced 9-1-1 system for effective implementation of the emergency telephone system.
