§ 34.25 SEALED BIDDING PROCEDURES.
   (A)   Sealed bidding procedures shall be followed under the circumstances, conditions, and in the manner as set forth in Kentucky Revised Statutes.
   (B)   The agency, department, official, or person requiring a contract or purchase from county funds not covered by small purchase procedures shall submit to the Judge/Executive a written request containing specification, quantities, and delivery desired.
   (C)   The Judge/Executive shall report the request to Fiscal Court with a statement of the need, the approximate cost, and whether or not the expenditure is provided for in the budget.
   (D)   The Fiscal Court shall examine the request and approve or reject it. If the request is approved, the Fiscal Court shall set any evaluation factors to be considered in bid selection.
   (E)   The Judge/Executive shall place an appropriate advertisement in the newspaper of the largest general circulation within the county, and shall open all bids publicly at the time and place stated in the advertisement.
   (F)   The Judge/Executive shall submit all responsive bids to the Fiscal Court which shall select the lowest or the lowest evaluated bid by a qualified bidder. The Clerk of the Fiscal Court shall notify all bidders of the award.
   (G)   The Judge/Executive, or his or her designee, shall issue a purchase order with the one receiving the award.
   (H)   Contractors and subcontractors performing work for the county shall present proof of insurance showing a specified minimal level of insurance which will act as the primary remedy should a claim occur.
