§ 34.07 CLAIMS AGAINST THE COUNTY.
   (A)   The Finance Officer shall account for all claims against the county.
      (1)   Anyone with a claim for payment from the county shall file in writing.
      (2)   Each claim shall be recorded by date or receipt and presented to the Fiscal Court at its next meeting.
      (3)   Each order of the Fiscal Court approving a claim shall designate the Budget Fund and classification from which the claim will be paid and each warrant shall specify the Budget Fund and classification.
      (4)   The payroll for county officials and regular county employees, as well as several known recurring payments such as interest and principal on bonded debt, are not required to have monthly Fiscal Court approval.
   (B)   The County Treasurer and County Judge/Executive are authorized and directed to pay the following:
      (1)   Pay monthly, as same is billed, any and all utility bills owed by the following:
         (a)   County Courthouse;
         (b)   County Corrections Center;
         (c)   County Road Department-Building and Garage;
         (d)   County Coroner;
         (e)   County Disaster and Emergency Services;
         (f)   Victim Advocate Office;
         (g)   Barlow and Rich Buildings; or
         (h)   Security light at Austin Boat Ramp.
      (2)   All county employees and officers will be paid monthly or biweekly in amounts as provided in the budget adopted each fiscal year;
      (3)   Transfer to the imprest payroll account a sufficient amount to cover all payroll and fringe benefits computed thereon and pay from the payroll account all amounts withheld plus the amount required to be paid by the employer, the county, directly to the agencies involved together with appropriate reports to such agencies;
      (4)   Monthly expense allowance to each County Magistrate per KRS 64.530(6);
      (5)   Monthly expense allowance to the County Court Clerk per KRS 64.017(1);
      (6)   Election Precinct Officers shall be paid $125 per diem for working election day and $25 for attending election school, or such other amounts as may be prescribed by Kentucky Revised Statutes, plus mileage as incurred at the U.S. Government’s current rate;
      (7)   Rental of polling places in the sum of $40 per diem;
      (8)   Members of the County Board of Elections will be paid $100 per diem and $25 for attending election school or such other amounts as may be prescribed by Kentucky Revised Statutes, plus mileage as incurred at the U.S. Government’s current rate;
      (9)   Pay the Glasgow Post Office for the county’s postage, as needed;
      (10)   Transporting costs of felony prisoners from out of state by the County Sheriff’s Office;
      (11)   Vehicle or evidence storage bills incurred by the County Sheriff’s Office;
      (12)   Interest and principal on bonded debt;
      (13)   County employees will be reimbursed for mileage incurred at the same rate as the U.S. Government’s allowance; and
      (14)   Bank service fees.
