§ 34.03 BUDGET AMENDMENTS AND FUND TRANSFERS.
   (A)   The Fiscal Court may make provisions for the expenditure of receipts unanticipated in the original budget by preparing an amendment to the budget, showing the source and amount of the unanticipated receipts, and specifying the budget funds that are to be increased thereby. The amendment shall be submitted to the Commonwealth Local Finance Officer subject to the same provisions as the original budget.
   (B)   The Fiscal Court may transfer money from one Budget Fund to another to provide for emergencies or for regular operation. The order of the Fiscal Court making the transfer shall show the nature of the emergency and the reason for making the transfer. The Fiscal Court shall not have any power to transfer any money from any sinking fund or special fund raised for a specific purpose until the obligation or purpose for which the fund was raised has been satisfied.
