2-2-14: MINORS:
   A.   Possession: No person under the age of twenty one (21) years shall have any alcoholic liquor or malt beverages in his possession or shall be drunk or under the influence of alcoholic liquor or malt beverages on any street or highway or in any public place. This subsection shall not apply to possession by a person under the age of twenty one (21) years making a delivery of such alcoholic liquor or malt beverages pursuant to his employment, nor to such person who is in the physical presence of his parent or legal guardian.
   B.   Sale To: No person shall sell, furnish, give or cause to be sold, furnished or given away any alcoholic liquor or malt beverage to any person under the age of twenty one (21), who is not his legal ward, medical patient or member of his own immediate family.
   C.   Identification Required:
      1.   No person shall be in a bar, saloon, liquor store or cocktail lounge unless such person shall have in his possession reasonable means of proof of identification showing that such person is not under twenty one (21) years of age and unless he shall display such proof of identification upon request of any police officer or the licensee or employee of such establishment. No person who lacks such proof of identification, or refuses to display the same, shall be deemed guilty of a violation of this subsection if such person shall leave the establishment promptly upon request of a police officer or owner or employee of such establishment.
      2.   All licensees of alcoholic and malt beverages, before selling or serving alcoholic or malt beverages to any person about whom there is any reasonable doubt of his having reached twenty one (21) years of age, shall require such person to produce his identification card issued by the Wyoming department of revenue, or such other identification as he possesses, and to make a written statement of age in the following form:

      3.   No person under the age of twenty one (21) shall falsify any identification or use any false identification in order to obtain alcoholic or malt beverages.
      4.   A motor vehicle driver's license, a registration certificate issued under the federal selective service act, an identification card issued to a member of the armed forces or an identification card issued by the Wyoming department of revenue is prima facie evidence of the age and identity of a person. Proof that a licensee or his employer or agent demanded, was shown and acted in reasonable reliance upon the information contained in any one of the above documents as identification is a defense to any criminal prosecution or action for the suspension or revocation of a license.    D.   Minors Proof Of Age: Failure of licensee to check identification of any person they have any reasonable doubt of being twenty one (21) years of age and is shown that the person is under the age of twenty one (21) years of age contrary to this section is declared to be in violation of law and this may result in the assignment of points to the offending licensee.
   E.   Violations Pertaining To Minors Stipulation; Onetime Nonaccumulation Of Points: All licensees are encouraged to have employees attend TIPS classes. No points shall be assigned to a licensee for any violations pertaining to minors if at the time of the violation the establishment's entire alcohol server staff/employees are TIPS trained. The licensee may present to the Natrona County sheriff's department public records office all employees' names and employees' TIPS training cards. The onetime nonaccumulation of points shall be granted to an establishment once per every twelve (12) months. (Ord. 2014-01, 3-18-2014)
