1-10-1: DEFINITIONS:
Unless otherwise defined, the words and terms used in this Section shall have the following meanings:
ANNIVERSARY DATE: The hire date of an employee.
APPOINTING AUTHORITY: Refers to an elected official or person designated to authorize any personnel action.
COMPENSATION: Refers to all forms of valuable consideration, including wage and fringe benefits earned by or paid to any employee by reason of service in a position with the Town.
DEMOTION: The change of an employee to a lower position and/or a lower salary range.
EMPLOYEE: A person legally holding a position with the Town.
EMPLOYMENT: Refers to the designation of a person, by prescribed procedures, as an employee of the Town.
ENTRANCE PAY RATE: The minimum rate in the pay range prescribed for a job classification or grade.
GRADE: A specific range of pay rates within the compensation plan.
GRIEVANCE: A misunderstanding or disagreement between an employee and a supervisor that relates to working conditions, established policy, benefits and/or compensation or discrimination.
IMMEDIATE FAMILY: Relatives by blood or by marriage including wife, husband, children, parents, grandchildren, grandparents, brothers, sisters, nephews, nieces, aunts, uncles, brothers-in- law, sisters-in-law, daughters-in-law, sons-in-law and parents- in-law.
LAYOFF: The involuntary separation of an employee from his position because of lack of work, lack of funds to continue the work or reorganization.
MERIT INCREASE: Refers to an increase in salary based on work performance.
OVERTIME: Any time worked in excess of forty (40) hours in the work week for designated employees.
PART-TIME POSITION: A position, either permanent or temporary, in which the incumbent is regularly scheduled to work less than thirty five (35) hours a week.
PAY PLAN: The schedule of pay ranges for all job classifications in Town service.
PROMOTION: The change of an employee to a higher position and/or a higher salary range.
PROMOTIONAL EMPLOYEE: An employee who has been promoted but who is on probation. Probation for a promotional employee shall be the same as a new employee.
REINSTATEMENT: The action by which an employee, after resigning from town service, is reemployed by the town.
REVIEW DATE: Refers to the date designated for the performance evaluation review. Takes place at the one month, three (3) month and six (6) month point for probationary employees and annually for permanent employees.
SEPARATION: The removal of an employee from the payroll for either voluntary or involuntary reasons, to include dismissal, resignation, layoff, retirement or death.
STEP: A single rate of pay within a pay grade intended to reflect satisfactory job performance within a particular job classification.
SUSPENSION: A temporary separation from town service for disciplinary purposes where the case is not sufficiently grave to merit dismissal or where the results of an independent investigation are pending.
TEMPORARY POSITION: A full time or part time position that is created with a time limit of less than six (6) months, i.e., a position that is not of a continuing nature.
TERMINATION: Refers to the involuntary separation of an employee from his position for just cause, i.e., dismissal.
VACANCY: A duly created position which is not occupied and for which funds have been provided.
WORK WEEK: Eight (8) hours per day, forty (40) hours per week constitutes the lawful day and week's work, respectively. (Ord. 89-01, 4-18-1989; amd. 1999 Code)
