8-2-1: DEFINITIONS OF WORDS AND PHRASES:
For the purposes of this title, the following words and phrases shall have the meanings respectively ascribed to them by this section.
ACCESSORY BUILDING 1 : A subordinate building located on the same lot as a principal building, which is customarily incidental to a principal building. If the accessory building is connected to part of the principal building in a substantial manner, such as by a roof, the accessory building shall be considered as part of the principal building.
ACCESSORY USE 2 : A use of land that is subordinate, incidental to and customarily found in connection with a principal use allowed on a lot by the provisions in this title.
ADMINISTRATIVE OFFICER: The Mayor or his designated appointee.
AGRICULTURE, URBAN: Orchards, gardens, food, animals and other agriculture produced for the benefit or consumption of those responsible for the maintenance of the lot.
ALLEY: A minor public or private thoroughfare that affords only the secondary means of access to property abutting thereon and is used for service purposes.
ALTERATIONS, STRUCTURAL: Any change in the load bearing or nonload bearing members of the building, such as bearing walls, partitions, volume beams, or girders. Any enlargement in the size or height of a building shall be construed to be a structural alteration.
ALTERATIONS, SUBSTANTIAL: Any change in or enlargement of any building or other improvement covered by this title that will: a) upon completion, effect a change in the use thereof; or b) that has the effect of enlarging the floor area thereof.
ANIMAL HOSPITAL OR CLINIC: An establishment where animals are admitted principally for examination, treatment or care by a doctor of veterinary medicine. This shall include open kennels and runs.
ANIMALS, FOOD: Fowl, cattle, swine, sheep, ducks, geese, rabbits, and other animals raised for the purpose of food consumption.
ANIMALS, FUR: Animals raised for their pelts.
ANIMALS, PETS: Any animal that is tamed or domesticated (dogs, cats, etc.) but not including food animals.
ANTIQUES, ANTIQUE SHOP: Any article which, because of age, rarity or historical significance, has a monetary value greater than the original value, or which has an age recognized by the United States government as entitling the article to an import duty less than that prescribed for contemporary merchandise. A store or shop selling only such articles or offering them for sale shall be considered as an antique shop or store, and not considered as a dealership handling used or secondhand merchandise.
APARTMENT: A room or suite of rooms intended or designed for use as a residence and including kitchen facilities.
APARTMENT HOUSE: A building or portion thereof used or designed as a residence for two (2) or more families, households or groups of persons occupying separate apartments and living independently of each other.
APPROVED: An act of confirming, ratifying, sanctioning or consenting to some act or thing.
ASSISTED LIVING: A dwelling or rooming house operated by a person, firm or corporation engaged in the business of operating a facility for the purpose of letting rooms for rent and providing meals, personal daily living care and limited nursing care for persons not related to the owner.
AUTOMOBILE REPAIR STATION (GARAGE): A place where the following services may be carried out: general repair, engine rebuilding or reconditioning of motor vehicles, collision service such as body, frame and fender straightening and repair, painting and undercoating of automobiles and the sale of engine fuels stored in underground tanks.
AUTOMOBILE SERVICE STATION: A place of business where engine fuels (stored in underground tanks), kerosene, motor oil, lubricants or grease are retailed directly to the public, including the sale of minor accessories and services for licensed motor vehicles.
BASEMENT: That portion of a building that is partly or wholly below grade, but so located that the vertical distance from the average grade to the floor is greater than the vertical distance from the average grade to the ceiling. A basement shall not be counted as a story.
BED AND BREAKFAST: A private owner-occupied home where a portion is used to provide accommodations to registered guests for up to thirty (30) consecutive days for a charge. Four (4) or less lodging units may be provided, and one or two-family style meals must be provided for the guests in a 24-hour period. Signage shall comply with signs allowed for home occupations. A bed and breakfast shall require an approved conditional use permit and shall not impair the residential character of the neighborhood in which it is located.
BLOCK: An area of land within a subdivision that is entirely bounded by streets or a street and railroad right-of-way, natural barrier or adjacent corporate line.
BLOCK FRONTAGE: The frontage facing the street, which is located between two (2) adjacent streets or between a street and a railroad right-of-way, natural barrier or the adjacent corporate line.
BOARDING HOUSE: A building other than a hotel or motel where, for compensation and by prearrangement for definite periods, meals or lodging and meals are provided for three (3) or more persons but not exceeding twenty (20) persons.
BUFFER ZONE: The use of specific measures designed to separate and protect differing land uses such as those between Residential Zoning Districts and Business and Industrial Zoning Districts.
BUILDING: A structure having a roof supported by columns or walls and used to shelter or house persons or property. When divided by a common wall or walls, it may be deemed two (2) separate buildings.
BUILDING, DETACHED: A building having no common wall connection with another building.
BUILDING, EXISTING: A building erected prior to November 16, 1982, or one for which a legal building permit has been issued.
BUILDING HEIGHT: The vertical distance above "grade", as defined herein, to the highest point of the coping of a flat roof or to the deck line of a mansard roof or to the average height of the highest gable of a pitched or hipped roof. The measurement may be taken from the highest adjoining sidewalk or ground surface within a five foot (5') horizontal distance of an exterior wall of the building when such sidewalk or ground surface is not more than ten feet (10') above grade. The height of a stepped or terraced building is the maximum height of any segment of the building.

BUILDING LINE: A line formed by the face of the building or the same as the minimum setback line.

BUILDING, NONCONFORMING: A building existing which fails to comply with the regulations of the zone in which the building is located.
BUILDING OFFICIAL: The individual designated by the Mayor, including, but not limited to, Zoning and Planning, Town Engineer and Town Hall employees.
BUSINESS: The engagement in the purchase, sale, barter or exchange of goods, wares, merchandise or service or the maintenance or operation of offices or recreational or amusement enterprises.
CAMPER: A trailer or vehicle mounted unit designed to provide temporary living or sleeping quarters. See also definition of recreational vehicle.
CAMPGROUND/RECREATIONAL VEHICLE (RV) PARKS: A tract of land having two (2) or more recreational vehicles or tent sites for lease, established or maintained for temporary occupancy by the general public.
CAMPSITE: Land occupied within a campground or RV park intended for temporary occupancy (not to exceed 90 days) by any one of the following: tent, pickup camper, camp trailer or motor home, tent trailer, or RV.
CARPORTS: A three (3) sided open structure, attached to the principal structure, and subject to accessory requirements of section 8-3-5 of this title.
CERTIFICATE (CHILDCARING): The authority to carry on or operate a childcaring facility issued by the State Department of Health and Social Services operating as the agency which issues certificates, makes inspections, enforces the standards and handles all administrative details relating to the enforcement of State Statutes relating to childcaring facilities.
CHURCH: A building, together with its accessory buildings and uses, where persons regularly assemble for religious worship which is maintained and controlled by a religious body organized to hold public worship.
CLINIC, DENTAL, MEDICAL: A building in which two (2) or more physicians or dentists or allied professional assistants are associated for the purpose of carrying on their profession. The clinic may include dental or medical laboratories. It shall not include operating rooms for major surgery.
CLUB OR LODGE; MEMBERSHIP CLUB: A nonprofit association, as determined by the Internal Revenue Service, of persons who are bona fide members paying annual dues, with the use of the premises being restricted to the members and their guests.
COMMISSION: Zoning and Planning for the Town of Bar Nunn. See definition of Zoning and Planning Commission.
COMMON WALL: An unbroken wall shared by two (2) or more separate buildings.
COMMUNITY DEVELOPMENT PLAN (LAND USE PLAN): The general plan for land use, transportation, and community facilities prepared and maintained by the Zoning and Planning Commission and adopted by the Town Council for the purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the Town.
COMPREHENSIVE (MASTER) PLAN: The document or series of documents prepared through comprehensive studies by the Zoning and Planning Commission, and adopted by the Town Council, setting forth policies for land use, transportation, and community facilities in accordance with Wyoming State Statute 15-1-503.
CONDITIONAL USE: A use which runs with the land and may be allowed as approved herein subject to certain restrictions or conditions on the location, size and other performance standards as may be imposed by the Zoning and Planning Commission or Council, after considering the effects upon the neighborhood in which it is proposed, including aesthetic considerations and conformity to the community development plan.
CONDITIONAL USE PERMIT: Legal authorization for a conditional use issued by Zoning and Planning, consisting of two (2) parts: a) a statement of factual determination by Zoning and Planning which justifies the issuance of the permit; and b) a statement of specific conditions that must be met and maintained in order for the use to be permitted and continued.
CONDITIONAL USE PERMIT (CHILDCARING) 3 : A permit issued by the Town Council to a person granting permission to operate a childcaring facility at a particular location.
CONSTRUCTION, NEW: Structures for which the "start of construction" commenced on or after November 16, 1982.
CONSTRUCTION, START OF: The first placement of permanent construction of a structure (other than a mobile home) on a site, such as the pouring of slabs or footings or any work beyond the stage of excavation. Permanent construction does not include land preparation, such as clearing, grading and filling; nor does it include the installation of streets and/or walkways; nor does it include excavation for a basement, footings, piers or foundations or the erection of temporary forms. For a structure (other than a mobile home) without a basement or poured footings, the "start of construction" includes the first permanent framing or assembly of the structure or any part thereof on its piling or foundation. For mobile homes not within a mobile home park or mobile home subdivision, "start of construction", means the affixing of the mobile home to its permanent site. For mobile homes within mobile home parks or mobile home subdivisions, "start of construction" is the date on which the construction of facilities for servicing the site on which the mobile home is to be affixed (including, at a minimum, the construction of streets, either final site grading or the pouring of concrete pads and installation of utilities) is completed.
CONVENIENCE STORE: A facility associated with the sale of gasoline and fuel products, primarily for self-service by the consumer that also offers prepackaged or prepared food items, and tangible consumer goods.
COUNCIL: The Town Council of Bar Nunn.
COVENANT: A written agreement concerning the use of land, in the future, between the person selling a parcel of land and the person buying the land. Covenants are neither enforced by, nor under the jurisdiction of, the Town of Bar Nunn.
CURB LEVEL: The mean level of the curb or established curb grade in front of a lot.
DAYCARE, ADULT: A facility providing for not more than ten (10) adults over the age of twenty (20).
(DAYCARE) CHILDCARE: A service for families provided on behalf of children and their parents, and designed to supplement daily parental care.
(DAYCARE) CHILDCARE CENTER: Any business operated by a private person, partnership, association or corporation that is operating a business for profit or otherwise, in a building used solely for commercial purposes, where sixteen (16) or more children receive care for part of the day.
(DAYCARE) CHILDCARE CENTER, FAMILY: A facility in which care is provided for a maximum of fifteen (15) children for part of a day, in a residential structure.
(DAYCARE) CHILDCARE HOME, FAMILY: A licensed childcare facility in which care is provided for no more than ten (10) children in the primary residence of the provider.
(DAYCARE FACILITY) CHILDCARING FACILITY: Any business, for profit or nonprofit, which provides care for children at the request of the parents, legal guardians or an agency that is responsible for those children.
DEVELOPMENT: Any manmade change to improved or unimproved real estate, limited to buildings or other structures, mining, dredging, paving, excavation or drilling operations.
DISTRICT: That portion of the Town identified on the zoning map within which one or more principal land uses are permitted, along with their accessory uses, and any conditional uses listed and approved by the Council. Regulations of buildings, size of yards, and the densities of the uses are also prescribed by the district.
DRIVE-IN: A business establishment so designed that a portion of its retail or service character is dependent on providing a driveway approach for motor vehicles to serve patrons while in the motor vehicle rather than within the building.
DRIVE-IN RESTAURANT: Any restaurant designed to permit or facilitate the serving of meals, sandwiches, ice cream, nonalcoholic beverages, or any other food directly to patrons in parked vehicles.
DWELLING, MULTIPLE: A building having accommodations for three (3) or more families and located on the same lot of record.
DWELLING, SINGLE-FAMILY: A dwelling having accommodations for exclusive use by one family on a single, individually owned lot of record.
DWELLING, TOWNHOUSE: Dwelling units having one or more common walls designed so as to have direct access outside.
DWELLING, TWIN HOME: Two (2) attached single-family dwelling units sharing a common lot line and located on two (2), individually owned lots of record.
DWELLING, TWO-FAMILY (DUPLEX): A dwelling having two (2) complete accommodations for two (2) separate families on a single lot of record.
DWELLING UNIT: One or more habitable rooms, which are intended or designed for human occupancy and designed for one family with facilities for living, cooking or eating.
ENFORCEMENT OFFICER: The Mayor or his designated appointee.
FAMILY: An individual, or two (2) or more persons related by blood, marriage or adoption, or a group of not more than three (3) adults who need not be related by blood or marriage, living together and subsisting in common as a single nonprofit housekeeping unit utilizing only one kitchen.
FAMILY, GROUP: A group of people living together for the purpose of charity, rehabilitation, protection or other group benefits.
FARMING: The growing of agricultural products. Farming shall not include the commercial operation of stockyards, slaughterhouses, or feedlots.
FENCE: A partition, structure, wall, or gate erected as a dividing marker, barrier, or enclosure consisting of the following materials: cinder block, concrete, brick, rock, chain- link (sharp points to the ground), wood, as approved by Zoning and Planning, or any other type material that meets with Zoning and Planning's approval. Barbed wire topped chain-link fences shall be allowed in Business and Industrial Districts per section 8-3-7 of this title.
FLOOD HAZARD BOUNDARY MAP (FHBM): An official map issued by the Federal Insurance Administration, where the boundaries of the areas of special flood hazards have been designated as Zone A.
FLOOD INSURANCE RATE MAP (FIRM): An official map, on which the Federal Insurance Administration has delineated both the areas of special flood hazards and the risk premium zone applicable to the Town.
FLOOD INSURANCE STUDY: The official report provided by the Federal Insurance Administration. The report contains flood profiles, as well as the flood hazard boundary floodway map and the water surface elevation of the base flood.
FLOOD OR FLOODING: A general and temporary condition of partial or complete inundation of normally dry land areas from the unusual and rapid accumulation or runoff of surface water from any source.
FLOODPLAIN APPROVAL: A request for a review of the Town's interpretation of any provision in the floodplain district or a request for a variance in such floodplain district.
FLOODPROOFED: Watertight with walls impermeable to the passage of water and with structural components having the capability of resisting hydrostatic and hydrodynamic loads and effects of buoyancy.
FLOODWAY REGULATORY: The channel of a river or other watercourse and the adjacent land areas that must be reserved in order to discharge the base flood without cumulatively increasing the water surface elevation more than one foot (1').
FLOOR AREA: The sum of the gross horizontal areas of the floors of a building, including interior balconies and mezzanines, but excluding exterior balconies. All horizontal dimensions of each floor area are to be measured by the exterior bases of walls of each floor, including the walls of the roofed porches having more than one wall.
FLOOR AREA, GROSS LEASABLE: The total floor area designed for reliant occupancy and exclusive use, including basements, mezzanines and upper floors, if any, expressed in square feet and measured by the bases of interior walls; excluding common areas such as stairways, storerooms, mechanical rooms, landings, etc.
FLOOR, HABITABLE: Any floor usable for living purposes, which includes working, sleeping, eating, cooking or recreation, or a combination thereof. A floor used only for storage purposes is not a "habitable floor".
GARAGE, PRIVATE: A building or portion thereof for the storage of property (automobiles, 3 or less) for persons living on the premises and having no public shop or service in connection therewith. For apartment houses, each apartment unit will be permitted a single stall garage or equivalent space in a larger structure.
GARAGE, PUBLIC: A place where the following services may be performed: general repair, engine rebuilding, rebuilding or reconditioning of temporarily inoperable motor vehicles, collision service such as body, frame and fender straightening and repair, painting and undercoating of automobiles and the sale of engine fuels stored in underground tanks.
GAS STATION: A retail establishment engaged in the sale of automotive fuels, motor oil or other automobile accessories and providing incidental services, including minor mechanical work and repairs but not painting or body work.
GRADE: The average elevation of the ground adjoining the building or structure on all sides.

GRADE, ESTABLISHED: The grade of the street or curb line as approved by the Town Engineer.
GROUND ANCHORS: Any approved device designed for the purpose of securing a mobile home or other accessory structures to the ground.
HEALTH OFFICER: The Administrator of the Division of Health and Medical Services, State Department of Health and Social Services or his authorized representative (Natrona County Health Department).
HEDGE HEIGHTS: Hedges located between the front building line and the front right-of-way limited to a maximum height of thirty six inches (36").
HOME OCCUPATION 4 : An occupation or activity carried on by the immediate members of the family residing in the dwelling and that does not change the outside character of the dwelling or accessory structure.
HOTEL: A commercial establishment providing lodging, meals, and other guest services with a minimum of six (6) letting bedrooms, at least three (3) of which must have attached (en suite) private bathroom facilities.
IMPROVEMENT, SUBSTANTIAL: Any repair, reconstruction or improvement of a structure, the cost of which equals or exceeds fifty percent (50%) of the market value of the structure either before the improvement or repair is started, or if the structure has been damaged and is being restored, before the damage occurred.
KENNEL, COMMERCIAL: Any residence or other property upon which an owner maintains more than three (3) dogs and/or cats over the age of six (6) months.
LANDSCAPING: Trees, shrubs, grasses, ornamental rock design, decorative hedges, fences, walls or other forms of landscaping.
LOADING SPACE: An off street space for the standing, loading and unloading of vehicles to avoid undue interference with the public use of streets and alleys.
LOT: A portion of a subdivision or parcel of land used for building development.

LOT AREA: The total area of a lot on a horizontal plane bounded by lot lines.

LOT, CORNER: A lot situated at the intersection of two (2) or more intersecting streets with a boundary thereof bordering each street.
LOT COVERAGE: That portion of a lot occupied by buildings including accessory buildings.
LOT DEPTH: The horizontal distance between the front and rear lot lines, measured along the median between the two (2) side lot lines.
LOT LINES: The lines bounding a "lot", as defined herein.

    Front: For an interior lot, that line separating the lot from the right-of-way. For a corner lot or a double frontage lot, that line separating the lot from the right-of-way that is designated as the front street.
  Rear: The lot line opposite the front lot line. In case of an irregular shaped lot, the rear lot line shall be an imaginary line not less than ten feet (10') in length and parallel to the front lot line.
  Side: Any lot line other than the front or rear lot line.
LOT, THROUGH (DOUBLE FRONTAGE): A lot having a frontage on two (2) parallel streets.
LOT WIDTH: A straight line distance between the side lot lines.

   Cul-De-Sac: A straight line distance between the side lot lines measured at the front building setback line.
MANUFACTURED HOME: A structure, transportable in one or more dependent sections, constructed in conformance with the National Manufactured Housing Construction and Safety Standards Act of 1974 as updated, which is built on a permanent chassis and designed to be used as a single-family residential dwelling unit. The Town of Bar Nunn only permits manufactured homes that are twenty (20) years of age or newer at the time of application.
MANUFACTURED HOME (MOBILE), CERTIFIED: A structure, transportable in one or more sections, which equals or exceeds, when assembled, nine hundred (900) square feet of livable space; is built on a permanent chassis and designed to be used with or without a permanent foundation when connected to the required utilities; and was constructed in accordance with the Manufactured Home (Mobile) Construction and Safety Standards of the U.S. Department of Housing and Urban Development (HUD), or if constructed prior to June 15, 1976, is built in accordance with ANSI standards, bulletin 1.119.1 as amended. The Town of Bar Nunn only permits manufactured homes that are twenty (20) years of age or newer at the time of application.
MANUFACTURED HOME (MOBILE) PARK EXISTING OR NEW: A parcel or at least two (2) contiguous parcels of land divided into two (2) or more manufactured home (mobile) spaces available for lease or sale, for which construction of facilities for servicing the lots on which manufactured homes (mobile) have been or are to be affixed (including the installation of utilities, either final site grading or pouring of concrete pads, or the construction of streets).
MANUFACTURED HOME (MOBILE) PARK EXPANSION: The preparation of additional sites by the construction of facilities for servicing lots on which manufactured homes (mobile) are to be affixed (including the installation of utilities, either final site grading or pouring of concrete pads, or the construction of streets).
MASTER PLAN: See definition of Comprehensive (Master) Plan.
MAY: Permissive.
MEAN FLOW: The average flow of a stream or river, computed at the midpoint between the extreme low and extreme high water stage.
MODULAR HOME: A residential structure transportable in one or more sections, which when assembled equals or exceeds twenty four feet (24') in width and thirty six feet (36') in length. Such structure, and all additions thereto, are to be designed to be attached to a permanent foundation and are to be built in compliance with the Building Code as adopted.
MOTEL: A series of rental units containing bedroom, bathroom, and closet space, which provides overnight lodging. A hotel designed for motorists and having direct access to an open parking area.
MOTOR VEHICLE: Passenger vehicles, light pick-up trucks and any other motorized heavy equipment, commercial trucks, buses, semi- tractor trailers, tractors, farm implements and other utility vehicles.
NOXIOUS MATTER OR MATERIAL: Materials capable of causing injury to living organisms by chemical reaction or capable of causing detrimental effect on the physical well-being of individuals.
NURSERY: A space or building or a combination thereof, for cultivation, storage or sale of live trees, shrubs or plants, including products used for gardening or landscaping. The definition of a nursery does not include any space of a building used for the sale of fruits, vegetables or other related products.
NURSING HOME: Any institution, place, building or agency in which any accommodation is maintained, furnished or offered for the hospitalization of the sick or injured or care of any persons requiring or receiving chronic or convalescent care; however, shall not apply to hotels or other similar places that furnish only board and room, or either, to their guests, nor to hospitals operated by the Federal government.
OFFICE, PROFESSIONAL: An office operated by an individual providing professional service to the public, including, but not limited to, doctors, dentists, chiropractors, osteopaths, lawyers, engineers, architects and real estate and insurance brokers.
OFFICIAL ZONING MAP: The official zoning map of the Town, as adopted by the Town Council.
OPEN SPACE, COMMON: Usable unobstructed space controlled and maintained by a property owners' association for the mutual benefit and enjoyment of those living on the premises.
OPEN SPACE, USABLE: Open area designed and developed for use by the occupants of a planned unit or other development or by others for recreation, whether commerce or private, courts, gardens or other uses. The term open space shall not include space devoted to streets and parking.
OWNER: The owner of record, recorded in the Office of the County Clerk.
OWNER, CONTRACT PURCHASE: A purchase in which title to property or goods remains with the seller until the purchaser has fulfilled the terms of the contract, usually payment in full.
PARKING SPACE: A space required for vehicular parking of a single vehicle.
PERSON: Any individual or incorporated group having legal rights and responsibilities.
PLANNED UNIT DEVELOPMENT: A project located on a single tract, controlled by one owner, corporation or agency, including usable open space for the mutual benefit of the entire tract, designed to provide variety and diversity through the variance of normal zoning and subdivision standards, so that maximum long range benefit can be gained and unique features of the site preserved or enhanced.
PLANNING DIRECTOR: The Planning Director, as referred to herein, shall be the Town Engineer or such other individual as is designated, from time to time, by the Mayor.
PLATTED RECORD: A platted lot or metes and bounds parcel which has been recorded in the Office of the County Clerk.
PROPERTY LINES: The legal boundaries of any particularly described parcel of land.
PUBLIC LAND: Land owned, controlled and/or operated by a governmental agency or body.
PUBLICATION: An official notice in a newspaper of general circulation as prescribed by the Wyoming Statutes.
REAL PROPERTY (PRIVATE): Relates to the private interests, benefits, and rights inherent to the ownership of the physical real estate. It is the bundle of rights with which the ownership is endowed.
REAL PROPERTY (PUBLIC): Refers to the public interests, benefits, and rights inherent to the ownership of the physical real estate. It is the bundle of rights with which the ownership is endowed (city, county, state, and Federal governments and school and college districts).
RECREATIONAL VEHICLE: A vehicular type unit (such as travel trailers, truck campers, and motor homes) designed as temporary living quarters for recreational, camping, living or travel use, which either has its own motive power or is mounted on or drawn by another vehicle. Use of recreational vehicles as permanent dwellings or as a primary residence on a lot is prohibited.
RECREATIONAL VEHICLE PARK (CAMPGROUNDS): See definition of campground/recreational vehicle (RV) parks.
RESTAURANT: An establishment whose principal business is the sale of prepared food and beverages for consumption within the restaurant building; a convenience food restaurant is an establishment whose principal business is the sale of pre- prepared or rapidly prepared food directly to the customer, ready to be consumed on or off premises.
RETAILER OF MERCHANDISE: A merchant who buys articles in gross, or merchandise in large quantities, and sells the same by single article or in small quantities.
ROOMING AND/OR BOARDING HOUSE: A building containing lodging provided for three (3) or more persons, with or without meals, and which is open to permanent guests on a weekly or monthly basis, with no provision for cooking in any guestroom.
SANITARY STATION: A facility for the emptying and flushing of hoses or sewage holding tanks in recreational vehicles.
SECRETARY: The Secretary of Zoning and Planning Commission as appointed by the members of the commission.
SECURITY QUARTERS: An apartment, as a part of the main structure, or mobile home necessary for safety or security reasons in conjunction with the principal use, located on the same lot as the principal use and occupied only by persons responsible for security of the principal use and on the payroll of the industry or business conducting the principal use. A mobile home may be located where permitted by the Town as security quarters in an Industrial District.
SERVICE BUILDING: A building housing separate toilet and bathing facilities for men and women, having laundry facilities and a service sink.
SETBACK: The distance required to comply with the front, side or rear yard provisions of this title.
SHALL: Mandatory.
SHORT DURATION: A period of time not to exceed sixty (60) days.
SIGN: Any object or device, or part thereof, situated outdoors or indoors, which is used to advertise, identify, display, direct or attract attention to any object, person, institution, organization, business, product, service, event or location by any means including words, letters, figures, designs, symbols, fixtures, color, motion, illumination or projected images. Signs do not include the following: flags of nations, states and cities; merchandise, pictures or models of products or services incorporated with an inside window display; or works of art, which in no way identify a product or a device.
SPOT ZONING: The singling out of a particular property or small groups of properties for different treatment from that accorded to similar surrounding land; which is contrary to the general pattern of zoning in the surrounding geographic area and is not in accordance with the community development plan; and, which is designed solely for the economic benefit of the owner of the property receiving special treatment.
STORAGE: The act of depositing goods, wares and merchandise in any structure, part of a structure or warehouse.
STORAGE, OPEN: Storage of material outside a building.
STORAGE YARD: A contained or restricted area used for storing materials or new and used vehicles not awaiting repair or demolition, that may be wrecked, disabled or abandoned vehicles.
STORE: A use devoted exclusively to the sale of goods and service.
STORY: That part of a building between the surface of a floor and the ceiling immediately above, but not including a basement.
STREET: A public thoroughfare, avenue, road, highway, boulevard, parkway, drive, lane, court, or private easement.
STRUCTURE: A walled and roofed building that is principally aboveground for occupancy, including a mobile home.
TENT: A shelter made of flexible material erected directly on the ground providing temporary facilities for sleeping.
TIEDOWN: Any approved device designed to anchor a mobile home or any other accessory building or structure to ground anchors.
TRANSIENT OCCUPANCY: The rental or provisions for housing accommodations or rooms on a day to day basis.
UNIT SPACE: A designated plot of ground within a mobile home park for the accommodation of one unit.
USE: The purpose for which land or structures thereon are designed, or arranged to be occupied.
USE, PERMITTED: A use that is allowed in any given zone.
VARIANCE: A variation or adjustment of the strict application of this title in the case of an irregular, narrow, or steep lot or other physical condition applying to a lot which would result in practical difficulty or unnecessary hardship that would deprive the owner of reasonable use of the land involved.
WAIVER: A request for reduction of site plan requirements for parking, landscaping, or buffering.
WAREHOUSE: A structure or part of a structure, public or private, for storing goods, wares and merchandise, whether for the owner or others.
WAREHOUSING: The depositing or securing of goods, wares and merchandise in a warehouse.
WATER SUPPLY (PUBLIC): Any water supply being distributed by ten (10) or more service connections utilized to furnish water for human consumption either in preparing foods or beverages for inhabitants of residences or business establishments or as defined in Wyoming Statutes section 35-4-220(a)(ii).
WHOLESALE: The process of buying in large quantities from the producer or manufacturer and selling the same to jobbers or to retail dealers.
YARD: The unoccupied and unobstructed open space on the same lot with a main building.

   Front: An open space extending the full width of the lot, between the front lot line and the nearest building line of the main building.
   Rear: An open space extending the full width of the lot, between the rear lot line and the nearest building line of the main building.
   Side: An open space between the main building and the side lot line, extending from the front yard to the rear yard. This distance is measured from the nearest point of the side lot line to the nearest point of the outside wall or foundation of the main building.
ZONING AND PLANNING COMMISSION: The administrative body of seven (7) citizens, appointed by the Mayor and approved by the Town Council, charged with the administration of the comprehensive or community development plan, the zoning map, and this title, and review of other related plan applications.
ZONING AND PLANNING COMMISSION CHAIRMAN: The individual appointed to call for and officiate over meetings of the commission.
ZONING AND PLANNING COMMISSION VICE CHAIRMAN: The individual elected from among the Zoning and Planning Commission members to call for and officiate over meetings of the commission in the Chairman's absence. (Ord. 2019-01, 3-19-2019)
