7-3-14: WATER SUPPLY:
   A.   Connections:
      1.   An accessible, adequate, safe and potable supply of water shall be provided in each travel trailer parking area. The water in each travel trailer parking area shall be connected to the Municipal water system, except:
         a.   When in the opinion of the governing body, the Municipal water system is not within proximity to the boundaries of the travel trailer parking area, so as to permit an economically feasible connection, the governing body may, upon application, waive the connection requirement;
         b.   In the event of a waiver by the governing body under subsection A1a of this Section, the water supply in the travel trailer parking area shall conform with the minimum standards established by State laws, the provisions of this Chapter and regulations issued hereunder;
         c.   When, in the sole discretion of the governing body, it becomes necessary in the interest of the health, safety and welfare of the citizens of the Town, the governing body may require property owners within the travel trailer parking area, within a time to be set by the governing body, to connect to the Municipal water system, as otherwise required by Chapter, which connection shall be made under the supervision and direction of the administrative officer;
         d.   The property owners of the travel trailer parking area shall proportionately share on the basis of total square feet owned, in the expense of the connection, and in the event one or more property owners in the travel trailer parking area should fail to cause such connection to be made or otherwise fail to pay a proportionate part of the expense thereof, the administrative officer may, upon authorization of the governing body, and upon ten (10) days' written notice to the property owner at his last known address, proceed to cause the connection to be made, and the Town shall have a lien against the property of the noncontributing owner for his pro rata share of all costs relating to the connection, with interest at the rate of twelve percent (12%) per annum, from the date of completion.
      2.   If the facilities for individual water service connections are provided, the following requirements shall apply:
         a.   Riser pipes provided for individual water service connections shall be so located and constructed that they will not be damaged by the parking of travel trailers;
         b.   Water riser pipes shall extend at least four inches (4") above ground elevation. The pipe size shall be three-quarters inch (3/4");
         c.   Adequate provisions shall be made to prevent freezing of service lines, valves and riser pipes;
         d.   Underground stop and waste valves shall not be installed on any water service.
      3.   Valves shall be provided near the outlet of each water service connection. They shall be turned off and the outlets capped or plugged when not in use.
   B.   Source Of Supply:
      1.   Wardwell Water and Sewer District shall supply the source of water. All water lines shall be constructed as per Wardwell Water and Sewer District and State specifications.
      2.   The water supply shall be capable of supplying fifty (50) gallons per space per day for all spaces lacking individual water connections and one hundred (100) gallons per space per day for all spaces provided with individual water connections.
   C.   Supply Outlets: Each travel trailer parking area shall be provided with one or more easily accessible water supply outlets for filling trailer water storage tanks. Such water outlets shall consist of at least a water hydrant and the necessary appurtenances and shall be protected against the hazards of backflow and back siphonage.
   D.   Storage Facilities: All water storage reservoirs shall be covered, watertight and constructed of impervious material. Overflows and vents of such reservoirs shall be effectively screened. Manholes shall be constructed with overlapping covers, so as to prevent the entrance of contaminated materials. Reservoir overflow pipes shall discharge through an acceptable air gap.
   E.   Distribution System:
      1.   The water supply system of the travel trailer parking area shall be connected by pipes to all buildings and other facilities requiring water.
      2.   All water piping, fixtures and other equipment shall be constructed and maintained in accordance with State and Town regulations and requirements and shall be of a type and in locations approved by the administrative officer.
      3.   The water piping system shall not be connected with nonpotable or questionable water supplies and shall be protected against the hazards of backflow or back siphonage.
      4.   The system shall be so designed and maintained as to provide a pressure of not less than twenty (20) pounds per square inch, under normal operating conditions, as service buildings and other locations requiring potable water supply. (Ord. 82-05, 7-6-1982)
