147.01 ESTABLISHED; DUTIES; COMPENSATION.
   (a)   There is hereby created a Board of Commissioners, known as Park Board.
   (b)   Such Board shall have the power to adopt rules governing themself as a board and setting park policy dealing with creating and overseeing activities.
   (c)   The Board shall serve without compensation.
   (d)   The Board shall enter into no contract involving Village funds.
