No building, structure, or improvement can be placed to interfere with a vision clearance area located between 2% feet and nine feet above the crown of a street, driveway, or alley. A vision clearance area is formed by the intersecting centerlines of each right-of-way and the line connecting the two end points of each extended centerline.
