No person shall manufacture, sell, possess for sale, transport or distribute nonintoxicating beer or wine within the corporate limits of this Municipality except in accordance with the laws of the State and in accordance with the provisions of this article, after having first obtained a Municipal license therefor as hereinafter provided.
