505.06 DOGS RUNNING AT LARGE.
   (a)   Definitions. As used in this section:
      (1)   "Owner" means any person, group of persons or corporation owning, keeping or harboring a dog or dogs.
      (2)   "At large" means any dog which is off or away from the premises of the owner or keeper thereof, unless such dog is:
         A.   Restrained by means of a leash or chain not over six feet in length or
         B.   Under such effective direction, supervision, control or command of a competent person as to be in fact restrained.
      (3)   "Municipal identification tag" means a tag issued to every person owning, keeping or harboring a dog in the Municipality; such person shall immediately pay a license tax of one dollar ($1.00) for each such dog. Upon payment of such tax, an identification tag shall be issued and the tag shall be attached and kept attached to
   (b)   Restraint and Running at Large. No owner of any dog shall allow the same to run at large, or shall fail to keep his dog under effective restraint at all times.
