§ 648.12 PUBLIC SPEECHES; PERMIT REQUIRED.
   (A)   No person shall congregate upon or occupy any street or alley for the purpose of holding any meeting or making or delivering any lecture, speech or harangue, without first obtaining permission in writing therefor from the Mayor, designating the street or place where such meeting may be held.
   (B)   Whoever violates this section is guilty of a minor misdemeanor.
