§ 648.11 BLOCKING SIDEWALKS OR STREETS.
   (A)   No person shall linger, congregate or assemble upon any sidewalk, crossing, platform, porch, stairway, bridge or other public place, in such a manner as to unnecessarily impede and hinder the free passage and progress of other persons upon or along such places.
   (B)   Whoever violates this section is guilty of a minor misdemeanor.
